How We Work
Nobody Gets Sold To.
Each Step Earns the Next One.
The diagnostic runs first. The conversation follows. The report supports a decision. A fixed-fee engagement begins only when both parties know it is warranted.

Most governance problems in councils and infrastructure agencies are not new. The pattern has been visible for years. What is missing is not analysis - it is a clear picture of where authority breaks down, what that costs, and what a precise intervention looks like.

UrbanTech Plus does not propose before it understands. The diagnostic runs first. Shayne calls to walk through your results personally. A detailed written report follows where it adds value. A Decision Mapping engagement begins only when both parties are certain it is the right step.

A Richer Picture
One Diagnostic Is Useful. Multiple Diagnostics Are Revealing.

The diagnostic is designed to be completed independently and confidentially - by different people, in different roles, without comparing notes first. When a CEO, a planning director, and a team leader each complete the same instrument separately, what emerges is not just individual scores. It is a picture of where the organisation's understanding of its own governance diverges - and that divergence is often where the real problem lives.

Leadership vs DeliveryWhere management sees clarity, teams often see ambiguityWhen executives and operational staff score the same governance dimensions differently, it surfaces a misalignment that no single respondent could identify on their own.
Across FunctionsPlanning, finance, and delivery rarely see the same riskEach function operates in a different part of the governance structure. Their combined scores reveal whether the pressure is structural or isolated to one part of the system.
Depth of InsightMore completions mean a more precise diagnosisA single score is a starting point. Three or four independent scores from the same organisation allow patterns to emerge across the whole system - not just from one vantage point.
What Divergence RevealsWhen management scores a governance dimension at 3 or 4 and operational staff consistently score the same dimension at 1 or 2, that gap is significant. It does not indicate fault - it indicates that the system is being experienced differently at different levels. That is precisely the kind of finding that makes the results call more targeted and the subsequent work more useful. The pattern is what matters - not who said what.
The diagnostic is complimentary. There is no limit on completions. Each person who completes it independently adds to the picture. When multiple results come from the same organisation, Shayne reviews the patterns across responses before the results call - so the conversation starts from a richer, more complete view of where governance is holding and where it is not.Individual responses are not attributed, shared, or identified. What Shayne reviews is the pattern across the group - never who said what. Consistent with our Ethical Engagement Charter, no individual response is disclosed without explicit consent.

Results Walkthrough Call

Complimentary

Once you complete the diagnostic, Shayne calls you directly. This is not a sales call - it is a working conversation. Your scores are contextualised against your operating environment, the specific governance pattern your profile produces is named, and the likely consequence if unaddressed is made concrete.

What it produces

  • A precise reading of your governance pattern in your context
  • The named risk and its likely consequence if unaddressed
  • Clarity on whether further work is warranted

What it is not

  • A proposal presentation
  • A requirement to proceed
  • A generic governance briefing

Who should be on the call

  • The executive who completed or sponsored the diagnostic
  • The GM or director accountable for the programme or approval environment
  • CFO where cost exposure is the primary concern

Delivery: Phone or Zoom. Typically 30-45 minutes. Shayne initiates contact within two business days of diagnostic completion.

3

Detailed Diagnostic Report

Complimentary

Where the results walkthrough reveals a pattern that warrants deeper examination, a detailed written report is prepared. This is not a generic summary - it is a written interpretation of your specific governance profile, structured to support your internal decision-making and preparation for a Decision Mapping engagement.

What it produces

  • Written interpretation of your governance pattern
  • Named risk with consequence analysis specific to your programme
  • A structured basis for the Decision Mapping engagement
  • An internal document your leadership team can act on

What it is not

  • An automatically generated summary
  • A commitment to the Decision Mapping engagement
  • A public or attributable document

Delivery: Prepared and delivered by email within five business days of the results walkthrough call. Offered where the call establishes that the written interpretation will add value to your internal process.

4

Decision Mapping

$19,250 + GST - fixed fee inclusive of travel

What it delivers

  • Detailed mapping of your two to three highest-risk governance gaps

  • A decision-ready brief: problem definition, consequence, recommended intervention
  • A go/no-go recommendation on whether deeper engagement is warranted

What it is not

  • A software recommendation
  • A committee report that sits in a drawer

Who it suits

  • Executive teams ready to act on a named problem
  • Councils under audit, capital or approval pressure

  • CFOs needing a credible cost-of-inaction analysis

5

30/60/90 Day Governance Triage

$11,000 + GST

Where the Decision Mapping engagement identifies a specific sequencing or authority gap that can be addressed through a focused short-term intervention, a 30, 60 or 90 day triage is available. This is not a default next step - it follows from what the Decision Mapping revealed. Structure and timeframe are defined by the evidence, not by a pre-packaged program.

What it provides

  • Targeted intervention on the highest-priority governance gap
  • Defined output within a fixed timeframe
  • Decision authority and escalation structure adjustment
  • Implementation support appropriate to the gap identified

What it is not

  • A standard retainer sold independently
  • A platform implementation program
  • A long transformation engagement
  • A substitute for the Decision Mapping step

Who it suits

  • Organisations where the gap is identified and the fix is scoped
  • Councils facing a specific upcoming decision gate or audit
  • Programs that need targeted correction, not structural redesign

Delivery: Structure, cadence and timeframe defined at the conclusion of the Decision Mapping engagement. Fixed fee for defined scope.

Common Questions
Questions We Get Asked
What if I only want to complete Steps 1 to 3?
That is completely fine. The diagnostic, the call, and the written report carry genuine value on their own. There is no obligation to proceed to Decision Mapping. If the results show that your governance environment is sound, we will say so.
Can I go straight to Decision Mapping?
In most cases, no. The diagnostic and results call are how we ensure the engagement is the right fit for your situation. Skipping that step would mean starting without the shared understanding that makes the work useful. Exceptions can be discussed directly.
Who typically completes the diagnostic?
The CEO, CFO, CIO, or a planning or programme director - whoever is closest to the governance or approval pressure being examined. It takes five minutes and produces immediate results on screen.
Is the diagnostic confidential?
Yes. Your responses are not stored against your organisation, not shared, and not subject to FOI. No identifiable data is retained without your explicit consent. The results are shown to you on screen and discussed only with Shayne during the walkthrough call.
What if the diagnostic shows no significant issues?
We will tell you that clearly in the results call. Not every council has a governance problem that warrants engagement. If yours does not, you will know - and that is a useful outcome in itself.
How does the 30/60/90 Day Triage differ from Decision Mapping?
Decision Mapping identifies and defines the governance gaps. The 30/60/90 Day Triage acts on a specific gap that has already been mapped - it is an implementation step, not a diagnostic one. It is only offered where Decision Mapping has established that a targeted short-term intervention is the right next move.

Decision Mapping Is Never Sold Cold

By the time a Decision Mapping engagement begins, four things have already happened. You have seen your diagnostic results on screen. Shayne has called and walked through what your scores mean in your specific context. You have received a written interpretation of the pattern they reveal. And both parties have clarity on whether the engagement is warranted before any fee is agreed.

That sequence is not a sales funnel. It is a quality filter. If the engagement is not warranted, the results walkthrough will say so. If it is warranted, you will know exactly what it will examine, what it will produce, and what you will be able to do with the output before any commitment is made.
