Section 1 of 5 Technology Direction and North Star

1. Does your organisation have a formally documented technology direction - such as cloud-first, platform-first or a defined architecture principle - that governs what gets adopted?

No formal direction. Each department makes its own technology decisions independently. An informal preference exists but it is not documented or enforced. A direction has been articulated but is not consistently applied to new decisions. A formally documented technology principle governs every new platform or system decision.

2. When a new technology platform is proposed, how is it evaluated against your existing technology landscape before adoption proceeds?

It is not evaluated against the landscape. Each decision is assessed in isolation. An informal check occurs to see if anything similar already exists. A review of the existing landscape is expected but not consistently performed. A formal evaluation against the technology landscape and governing principle is required before adoption proceeds.

3. When a department adopts a platform independently without consulting IT or architecture, how is that addressed?

It is accepted informally. The platform joins the landscape regardless. It is noted but rarely challenged unless it creates an immediate problem. A review of independent adoptions is expected but applied inconsistently. Independent adoption triggers a formal review against the technology direction before the platform is embedded.

4. How much of your current technology landscape was adopted to solve an immediate problem rather than as part of a planned architecture?

Most platforms. The landscape grew by solving problems as they appeared with no governing principle. Many platforms. Point solutions are common and rarely reviewed against the broader landscape. Some platforms. Opportunistic adoption has been reduced but not eliminated. Very few. Platform decisions are consistently made against a governing architecture principle.

5. When a proposed platform overlaps with an existing one, how is duplication formally identified and prevented?

It is not systematically identified. Overlapping platforms are discovered after adoption. Informal awareness sometimes prevents duplication but there is no structured check. A process for identifying overlap exists but is not consistently applied. A formal technology landscape register is used to identify overlap before any new platform is considered.

6. When a platform is no longer fit for purpose, how is its retirement formally managed?

Platforms are not formally retired. They continue alongside newer systems indefinitely. Retirement happens informally when a replacement is found and the old system fades out. A retirement process exists but platforms often persist well beyond their useful life. A formal retirement process removes platforms from the landscape when they no longer meet the governing architecture principle.

7. When two systems hold different versions of the same data, who has the authority to determine which is correct?

Nobody formally owns the conflict. Departments use whichever version suits them. The technology team is expected to resolve conflicts informally but lacks authority to enforce a single version. A data ownership framework exists but accountability for resolving conflicts is unclear. Formally documented data ownership assigns accountability for accuracy and conflict resolution to a named role.

8. When a significant operational decision requires data from multiple systems, who is accountable for ensuring the data is consistent before the decision is made?

Nobody formally. The decision-maker uses whatever data is available from their own systems. An informal expectation exists that someone will reconcile the data but ownership is unclear. A process for pre-decision data reconciliation exists but is applied inconsistently. A formally documented accountability structure ensures data consistency is verified before significant decisions proceed.

9. How are the costs of data reconciliation - the time staff spend manually aligning conflicting data across systems - tracked and attributed?

They are not tracked. Reconciliation is absorbed into normal workload and treated as unavoidable. The time is informally recognised as significant but not formally measured. Some tracking exists for high-effort reconciliation tasks but coverage is incomplete. Reconciliation costs are formally tracked, attributed to their fragmentation cause, and used to inform architecture decisions.

10. When integration between two existing platforms is proposed, how is the governance question - which system governs which decision - formally resolved before integration begins?

It is not resolved. Integration connects the systems and the governance question remains open. An informal understanding of system precedence is assumed during integration. The governance question is raised during integration but is often deferred to the implementation team. The governance question is formally resolved and documented before integration work begins.

11. When an integration project is complete, how do you measure whether it has resolved the underlying data or decision problem rather than just connecting the systems?

It is not measured. Integration completion is defined as technical delivery. Informal feedback indicates whether the integration is useful but no structured measurement exists. Some outcome measurement exists but it is not formally tied to the original problem the integration was meant to solve. Formally defined outcome metrics measure whether the integration resolved the governance or decision problem it was designed to address.

12. When integrated systems produce conflicting outputs, how is the conflict resolved?

Informally, by whoever notices it and has enough knowledge to act. A general understanding of which system takes precedence exists but is not documented. A resolution process is understood but depends on individual knowledge rather than formal documentation. A formally documented system-of-record hierarchy defines which output takes precedence and is consistently applied.

13. When a new digital investment is proposed, how is it formally tested against the existing technology landscape before approval?

It is not tested against the landscape. Investment decisions are made on the merits of the individual system. An informal landscape check occurs but is not a formal approval requirement. A landscape review is expected before major investments but is not consistently performed. A formal technology landscape assessment is required for every significant digital investment before approval proceeds.

14. When a digital investment is implemented, how is its alignment to the governing technology direction verified after go-live?

It is not verified post-implementation. The investment is complete once the system is live. Informal observation determines whether the investment fits the landscape. A post-implementation review occurs but does not formally assess landscape alignment. A formal post-implementation assessment verifies alignment to the technology direction and identifies any landscape governance issues created by the new system.

15. Across your current digital investment pipeline, what proportion is driven by a defined technology direction versus responding to an immediate operational problem?

Nearly all are responding to immediate problems. There is no governing direction shaping investment. Most are reactive. A technology direction exists in principle but rarely shapes investment decisions. Mixed. Some investments align to a direction but opportunistic investment remains common. Most align to a formally documented technology direction that is actively used to evaluate and prioritise investment.
